About the Client
BlueLight Commercial was established by the Home Office and policing sector in June 2020 to work in collaboration with blue light organisations to help transform commercial services.
The Challenge
In 2022, Adecco was appointed the sole supplier under BlueLight Commercial’s framework to deliver contingent labour services to police forces and fire brigades across England and Wales.
The framework required a recruitment partner who could supply contingent workers at scale for multiple clients, delivered through a dedicated account team working with a supply chain and localised delivery solutions.
Primary challenges included:
- Seamlessly transferring large numbers of contingent workers from preexisting suppliers.
- Implementing a delivery model that could support a wide range of hiring needs.
- Fulfilling a large volume of ‘tiered’ priority roles within agreed timeframes.
- Onboarding and managing workers, including complex vetting for select roles.
Key to implementation would be the use of technology, robust supply chain management, and process expertise to ensure a solution tailored to multiple clients.
Our Solution
Adecco delivers a fully managed MSP solution through a dedicated account team. We follow a hybrid model, enabling us to utilise direct delivery for most recruitment needs while also taking advantage of our supply chain to support specialist fulfilment.
Tailored Implementation
We initially adopted a managed blueprint that would allow us to implement our service in line with the framework’s requirements and ensure a smooth transition.
We worked a high number of separate clients over 15 months to onboard their existing workers and fulfil ongoing contingent recruitment needs. This included eight simultaneous implementations at the peak, each completed within six to eight weeks.
Our approach to implementation utilised:
Technology – We built a Vendor Management System (VMS) with tailored fields and workflows. We also created a microsite for candidates containing key information, registration tools, and referral options.
Strategy and Procedure – We planned in advance for job category fulfilment and collaborated on proactive supply chain agreements. We also created standardised operating procedures to ensure successful delivery.
Social Value Programmes – We assisted groups identified as vulnerable through tailored communications and by training coaches, mentors, and programme champions to support them.
Hybrid Delivery
We work closely with each client to identify the role categories and volumes required. Following this, roles that fit within Adecco’s core competencies (such as admin and clerical, HR, and procurement) are delivered under a Master Vendor solution.
Job categories outside Adecco’s core capabilities are routed directly to the supply chain. This also included roles requiring a localised approach to overcome shortages in select regions.
A key consideration in establishing our delivery model was the requirement to support ‘tiered’ role requirements. This sees us consistently provide contingent workers for first-priority roles within 24 hours and second-priority roles within five days.
Talent Pool
We maintain a dedicated national talent pool to help attract workers and improve fulfilment in key areas, such as IT and public-facing positions. As part of this, we work to curate the talent pool and develop ongoing relationships with contingent workers to improve future time to hire.
Assessing Candidates
Due to the nature of specific roles – such as those where contingent workers will have access to police databases – we maintain a high standard of vetting to ensure workers comply with client requirements.
Outcomes
Since implementation, we have streamlined timescales and simplified recruitment processes for multiple UK police forces and fire brigades. We have also reduced risk by carefully managing supply chain engagement, legal contracts, and workflows.
