In our 2026 Salary Survey, the data showed us that 90% of job seekers believe their skills are in high demand. At the same time, Australian employers continue to rank skills shortages as their number one hiring challenge. So what's going on?

The answer isn't that there aren't enough candidates. It's that there's a growing mismatch between what candidates believe they offer and what employers need. This perception gap is quietly driving up time-to-hire, inflating recruitment costs and leaving critical roles vacant for longer than they should be.

The Disconnect Between Confidence and Competence

When nine out of ten candidates believe their skills are in demand, yet employers can't fill their pipelines with qualified applicants, something doesn't add up. The most likely explanation? Candidates are assessing their capabilities against requirements of previous roles, not against employers’ needs today.

The market has shifted quickly. Demand for AI-related capabilities, digital literacy, change management and senior leadership experience has accelerated in a way that many professionals simply haven't kept pace with. Candidates aren’t misrepresenting themselves, but the goalposts have moved.

There's also a supply dynamic worth understanding. Around 31% of candidates are actively searching for new roles. Nearly 40% are passive (open to opportunities but not actively looking) and 30% aren't looking at all. That means the candidates who do apply may not be the strongest available talent.

Why the Skills Gap Is Widening Your Time-to-Hire

The perception gap has a direct and measurable impact on your recruitment timelines. When employers receive a high volume of applications from candidates who don't meet the role requirements, screening becomes a bottleneck. Many organisations are still posting role requirements that reflect what the job looked like two or three years ago, not what the role needs to deliver today. Overly broad qualifications, outdated technical requirements and a lack of clarity around actual outcomes can attract precisely the wrong candidates.

A future-fit job description focuses on outcomes and competencies rather than a laundry list of credentials. Where AI literacy or specialist technical capability is genuinely required, say so explicitly. Draw a clear distinction between what's essential and what's desirable. What keeps these professionals in place? According to our Salary Guide, 75% cite competitive salary packages as the primary reason to stay put, followed by flexible work arrangements (60%) and healthy work-life balance (58%). To attract passive talent, employers need a compelling employee value proposition and the ability to put it in front of the right people at the right time.

If your recruitment strategy relies solely on job boards, you're fishing in a pool that significantly under represents the most in-demand skills. The best candidates simply aren't there.

Assessing True Skill Alignment During Recruitment

Traditional recruitment methods, like a CV review and the standard competency interview, were not designed for a market where candidates consistently overestimate their alignment with evolving role requirements. They're a starting point, but they're not sufficient on their own.

Deeper assessment methods are becoming essential. Competency-based interviewing, practical skills testing, and evaluating candidates against specific role outcomes rather than generic qualifications will give you a far more accurate picture of who can do the job. As AI literacy, adaptability and change management capability become standard requirements, assessing for these directly is increasingly important.

Only around 30% of Australia's skilled professionals are actively job-seeking. The other 70% require proactive engagement to reach and they represent some of the strongest talent available.

Recruitment agencies maintain curated pools of pre-screened candidates, including passive professionals who may never have responded to a job advertisement. More than that, agencies can objectively assess candidate capabilities against your specific requirements, closing the gap between self-reported skills and actual competency. In a market defined by perception gaps, that objectivity has significant practical value. When you're trying to find qualified talent quickly, having access to the full market makes a real difference to both time-to-hire and the quality of your shortlist.

The skills gap isn't primarily about a shortage of candidates. It's about a growing disconnect between candidate confidence and actual employer requirements. Organisations that address this strategically, by updating their job descriptions, broadening their sourcing to include passive talent and strengthening their assessment processes, will hire faster, make better decisions, and reduce the cost of getting it wrong.
