Adecco is currently hiring a Senior Product Owner / Agile Delivery Lead for a full-time temporary opportunity supporting the RCAF Data Platform. This remote role is ideal for an experienced product and agile delivery professional with a strong background leading cross-functional defence data teams and managing complex data initiatives.
In this position, you will provide strategic and operational leadership for the RCAF Data Platform and associated data lake initiatives. You will work closely with senior stakeholders, product managers, data engineers, and data analysts to establish product roadmaps, prioritize requirements, manage agile delivery, and support the successful adoption of data products across the RCAF.
Salary: $75,000 to $95,000 per year
Location: Ottawa, ON | Remote
Schedule: Monday to Friday | 8:00 AM to 4:00 PM

Responsibilities
Collaborate with leadership and senior stakeholders to define, refine, and communicate the strategic vision and long-term product roadmaps for the RCAF Data Platform and associated data lake initiatives.
Translate high-level military and operational data requirements into actionable and prioritized work breakdowns while balancing technical feasibility and business value.
Provide administrative direction, daily task allocation, and operational guidance to technical and product teams, including product managers, data engineers, and data analysts.
Facilitate agile delivery frameworks, maintain continuous feedback loops, and remove operational impediments to optimize team velocity and maintain strong team health.
Engage with command teams, senior leaders, and director-level stakeholders to gather complex business requirements and manage expectations.
Deliver transparent reporting related to project progress, scope, and costs.
Serve as the primary administrative point of contact for the RCAF Data Platform and resolve emerging prioritization conflicts across multiple concurrent lines of effort.
Utilize and maintain enterprise Azure DevOps (ADO) Boards to structure, log, and prioritize complex user stories, epics, features, and test plans.
Generate data-driven progress reports and status dashboards within ADO to track sprint metrics, monitor system defects, and identify program-level risks.
Identify and mitigate strategic risks related to cloud data architecture dependencies, vendor data ingestion parameters, and corporate security accreditations.
Oversee product validation and participate in testing cycles to ensure developed features meet established acceptance criteria before deployment.
Design and execute change management plans, communication strategies, and cross-unit user onboarding materials.
Support the broad adoption of data products across the RCAF.
Coordinate multiple concurrent lines of effort while maintaining alignment with strategic, operational, security, and delivery requirements.
Requirements
Must be eligible to work and reside in Canada.
Must currently hold an active Secret security clearance or have held an active Secret security clearance within the last 6 months.
Must hold a Project Management Professional (PMP) certification from the Project Management Institute (PMI).
Must hold a Master’s degree in Business Administration (MBA), Public Administration (MPA), Management, Managerial Economics, or a closely related graduate business or management discipline from a recognized Canadian university.
Must hold an active advanced Agile Product Owner certification.
Agile certification must include one of the following:
Advanced Certified Scrum Product Owner (A-CSPO) or Certified Scrum Professional Product Owner (CSP-PO) from Scrum Alliance.
Professional Scrum Product Owner II or III (PSPO II or PSPO III) from Scrum.org.
SAFe Product Owner/Product Manager (POPM) from Scaled Agile.
Minimum five years of continuous experience within the past eight years as a Senior Product Owner or Agile Delivery Lead.
Experience must include managing an entire cross-functional defence data team comprising both Data Engineers and Business Intelligence Analysts.
Demonstrated experience managing project dependencies and feature releases within the Government of Canada, specifically National Defence or National Security/Intelligence environments.
Experience managing multiple concurrent lines of effort for products classified at the Protected A level or higher.
Experience administering product and project activities directly within an enterprise Azure DevOps (ADO) environment.
Strong stakeholder management, prioritization, communication, and agile delivery skills.
Ability to effectively manage complex technical and operational requirements across multiple teams and stakeholders.
