Chief Technology Officer (CTO) - Government/NGO/education

Our client is a well-established organization within the public sector ecosystem (government/NGO/education), focused on driving digital innovation and enhancing service delivery at scale. They are undergoing a significant digital transformation journey, with increasing emphasis on leveraging emerging technologies such as AI to modernize operations and citizen/user engagement

Key Responsibilities

• Define and execute the organization’s technology strategy aligned with business and digital transformation goals.
• Lead and manage large, cross-functional technology teams, ensuring high performance, scalability, and innovation.
• Oversee IT infrastructure, systems architecture, cybersecurity, and data governance frameworks.
• Drive digital transformation initiatives, including exploration and adoption of emerging technologies such as AI.
• Collaborate with senior leadership and stakeholders across public sector, NGO, or education ecosystems to modernize services.
• Ensure compliance with regulatory, security, and governance standards relevant to the public sector.
• Manage technology budgets, vendor relationships, and large-scale system implementations.
• Foster a culture of innovation, continuous improvement, and talent development within the technology function.

Qualifications & Experience

• 15–17 years of total experience in technology leadership roles, with a strong progression into senior management.
• Proven experience working in Government, NGO, Education, or broader public sector environments.
• Demonstrated success managing large teams and complex technology operations.
• Experience in leading digital transformation initiatives; exposure to AI-driven solutions is highly desirable.
• Strong knowledge of enterprise architecture, IT governance, and large-scale system integrations.
• Excellent stakeholder management and communication skills.
• Fluency in English, Cantonese, and Mandarin (spoken and written).
