I. JOB INTRODUCTION

  • Working location: HCMC Factories
  • Report to: Grinding Station Manager (Vietnamese)
  • Job Purpose: Manage production department of Grinding Station regarding Cement Grinding & Packing system to: 
    • Ensure that Production workforce is well trained to accomplish production activities and meet sales volume, product quality, logistical requirements 
    • At the lowest sustainable cost, without compromising health & safety regulations, environment policies and Vietnamese legislation. 


II. KEY DUTIES: 

1/ Production management and optimization 

  • Review and approve weekly / monthly / yearly production and dispatch plan 
  • Manage department objectives and bring forward operational directives to achieve department KPIs 
  • Control execution of periodical maintenance plan 
  • Coordinate with functional departments to utilize effectively resources in troubleshootings to bring the plant back to operation soonest 
  • Finalize and propose department CAPEX list with efficient priority 
  • Control and support execution of CAPEX projects 
  • Coordinate with functional Departments to develop and execute yearly maintenance shutdown plan 
  • Achieve department objectives, i.e. production volume, dispatch volume, energy consumption, etc. 
  • Obtain department CAPEX list approval 
  • CAPEX projects put into operation as scheduled 
  • Shutdown plan in place and completed safely, good quality and on schedule 

2/ Product quality control 

  • Coordinate with QA to develop action plan to overcome issues that negatively impact on quality 
  • Coordinate with funtional departments, i.e. HONC Quarry, QA to improve and optimize quality of raw materials and Cement 
  • Coordinate with QA and Procurement to test and evaluate new additives before putting in use 
  • Ensure execution of maintenance plan for measurement equipment and monitoring devices properly 
  • Achieve products quality spec as target 
  • No quality complaint from customer due to production issues 
  • New additives put in use effectively 
  • No waste products 
  • Quality reports 

3/ Production cost management and optimization 

  • Review and finalize department budget 
  • Review and control monthly / quarterly operation cost 
  • Manage consumption of production materials, energy consumption 
  • Apply new materials to improve production cost 
  • Manage available resources to optimize 3rd party service cost 
  • Manage production materials loss and products waste 
  • Manage shutdown cost effectively 
  • Department operation budget in place 
  • Operation cost controlled within budget 
  • No big variance in materials and products stock 
  • Monthly production cost report and action plan 
  • Shutdown cost controlled within budget 

4/ People development/Team management 

  • Develop KPIs for department / subordinates and control implementation 
  • Develop and implement multi-skills training program and CCR operators development program for all levels 
  • Develop and execute succession plan and IDP for key staff 
  • Coach and transfer professional knowledge and experience to the team 
  • KPIs reviewed, assessed on time and fully meet expectation 
  • Availability of skilled staff, CCR operators and successors for operation 

5/ Occupational Health & Safety and Environment responsibility  

  • Fully comply with OHS-PR-12, INSEE 5 H&S rules and SDD-ENV-PR-07 
  • Ensure employees, visitors, third party providers and contractors in compliance with all company QEHS policy, procedures, standards, rules and regulations 
  • Monitor implementation of annual H&S plan and environmental management objective of department 
  • Manage housekeeping activities in work place 
  • Carry out SOT, PTO, EOT and instruct implementation for improvement 
  • Lead FPEs team 
  • Zero harm 
  • No injury for employees, visitors, third party providers and contractors 
  • No accident involving in Department 
  • None of unfavorable safety and environment audit results for Department 
  • Industrial hygiene maintained according to Company standard 
  • FPEs implemented as target 


III. REQUIREMENTS:

  • At least 5 years’ working in cement industry  
  • At least 3 years’ working at middle management position in manufacturing 
  • Diploma in chemistry or mechanical or electrical engineering 
  • Capability to communicate fluently in English 
  • LDP certification 
  • Computer skills: MS office, MS project 
  • Knowledge in SAP, in business plan, operation budget, CAPEX plan 
  • Knowledge in process performance improvement 
  • Participated in key training courses, i.e. CMC, etc. is an advantage
