Adecco is currently seeking a Project Leader / Executive Consultant (Executive PM) for a full-time, 4-year contract based on-site in Ottawa, ON. This senior-level opportunity is ideal for experienced executive project management professionals with extensive defence, air combat operations, and major military capital acquisition experience.
As a Project Leader / Executive Consultant, you will provide strategic and operational leadership in support of DCFI-related initiatives. You will research technological solutions to defence capability deficiencies, lead decision-making processes, prepare Project Approval Directive (PAD) documentation, and coordinate extensively with senior military and federal stakeholders. Your work will directly support the successful delivery, accreditation, and certification of critical defence infrastructure aligned with operational requirements.
Pay Rate: $130+/hour (IC), based on experience

Responsibilities:
Research technological solutions to defence capability deficiencies
Design and execute structured decision-making processes
Prepare and maintain Project Approval Directive (PAD) documentation in written and electronic formats
Actively participate as an advisory member within integrated military and federal project teams
Support DCFI initiatives to ensure alignment between accredited infrastructure and operational requirements
Coordinate with the Defence Procurement Secretariat, Independent Review Panel on Defence Acquisition, governance committees, and external federal departments
Liaise with fighter wings (Cold Lake and Bagotville) and ensure infrastructure compatibility across locations
Define and monitor project objectives, schedules, budgets, responsibility matrices, and work breakdown structures within PAD documentation
Provide monthly updates to schedules, responsibility matrices, and documentation as required
Deliver subject matter expertise in operational project directorship and management
Provide accreditation and certification status assessments and operational advice
Conduct liaison activities with senior defence, governmental, and procurement stakeholders
Requirements and Qualifications:
Mandatory Requirements (Senior Level):
University Degree (PhD, Graduate, or Undergraduate) or College/CEGEP Diploma in a relevant field
Relevant professional certification in project management or related discipline
Minimum 8+ years of senior-level experience in project management or project directorship
At least 24 months within the last 60 months providing operational or strategic advice to Senior Officials in Air Combat Operational or Systems Capabilities and/or Major Military Capital Acquisition Projects valued at over $50M
Experience serving as Project Director (PD), Project Manager (PM), or providing direct oversight of PD/PM activities
Rated Requirements (Candidates meeting the below profile will meet competitive threshold):
Extensive recent experience (multiple years within the last 6 years) in Project Director or Project Management roles supporting Air Combat Operations and/or Air Combat Systems
Demonstrated experience across several of the following areas:
Fighter Operations (domestic and/or deployed)
Aviation-related Capital Acquisition Project Management
Infrastructure Project Management (including construction timing/delays and stakeholder engagement)
Technical infrastructure technologies such as networking, data centres, and cybersecurity
Special Access Programs (SAP/SAPF), ITAR, TEMPEST, SCIF standards
Aviation-oriented training infrastructure support within DND
Industry regulations and standards (ISO, safety, environmental compliance)
Development projects in Canada’s North, including Arctic environments and Indigenous community engagement
