Adecco is currently hiring a full-time experienced Intermediate HR Specialist to support our client’s rapidly evolving civilian workforce. In this role you will provide high?level strategic advice, policy analysis, and governance support in a complex, highly regulated environment. You will play a key role in strengthening HR frameworks, improving staffing governance, and supporting organizational modernization.

  • Pay Rate: $30 - $60 /hr

  • Location: Ottawa, ON

  • Job type: Temporary | Full-time | 1-year contract

Responsibilities:

  • Conduct comprehensive analyses of civilian staffing frameworks to identify gaps, risks, inefficiencies, and improvement opportunities.

  • Provide expert recommendations on HR policy, governance structures, and process design to enhance departmental compliance and decision‑making.

  • Offer strategic advice to senior management on policy interpretation, risk mitigation, and operational impacts.

  • Support the development, review, and refinement of HR policies, directives, SOPs, and governance documents.

  • Advise on workforce planning strategies that align with CAFCYBERCOM’s rapid organizational expansion.

  • Support HR modernization initiatives by preparing research, conceptual models, and transition strategies.

  • Conduct environmental scans and comparative analyses of Government of Canada staffing practices.

  • Review staffing‑related documents, briefing materials, and corporate products to ensure accuracy and compliance with CAF, departmental, and GoC standards.

  • Develop improved HR and staffing policies, frameworks, governance tools, and decision‑support instruments.

  • Provide expert input into staffing tools, SoMC templates, and policy guidance—ensuring alignment with legislative and regulatory requirements (note: this role does not perform operational staffing).

  • Lead and facilitate strategic discussions, consultations, and workshops with internal stakeholders.

  • Support organization‑wide alignment through effective HR governance and policy implementation.

  • Contribute recommendations that support sustainable workforce growth and organizational transformation.

Qualifications:

  • Fluency in both French and English (advanced level)—essential for communicating in a bilingual, national‑level environment.

  • Minimum 2 years (within the last 5 years) providing strategic HR or organizational advisory services within large organizations (8,000+ employees).

  • Minimum 2 years (within the last 5 years) advising senior management on HR policy interpretation, organizational planning, program design, or governance matters.

  • Minimum 2 years (within the last 5 years) providing strategic HR or staffing‑related advisory services, including:

  • Analysis of complex staffing or governance issues

  • Interpretation of staffing policies

  • Recommendations for senior leadership

  • Development or improvement of staffing frameworks or governance processes

  • Preparation of briefing notes, policy guidance, or analytical reports

  • Demonstrated completion of training, education, or professional development in human resources management, organizational policy, public administration, or related strategic advisory fields.

  • Strong analytical skills with the ability to synthesize complex information and provide clear recommendations.

  • Proven experience supporting large‑scale organizational change or modernization initiatives.

  • Excellent communication skills and professionalism when engaging senior leaders and diverse stakeholders.

  • Ability to work autonomously, manage priorities, and deliver high‑quality advisory products.

  • Must be legally eligible to work, and reside in Canada
