Our client is a Bulgarian company with 15 years in the business of construction with emphasis on infrastructure construction. For them, we are looking for an experienced engineer to be the Head of their Offer Department:

 

Key Responsibilities:

  • Lead the Offer Department, coordinate the incoming public procurement projects;
  • Prepare tender documentation for participation in public procurement procedures
  • Develop bills of quantities (BoQ), cost analyses, and price offers
  • Draft technical proposals and describe execution technologies for construction works
  • Create linear and calendar schedules for project execution
  • Perform pricing analyses for unit rates in construction
  • Prepare progress reports and certificates for investors, including all supporting documentation
  • Compile documentation for construction supervision
  • Verify quantity take-offs and specifications based on working projects
  • Monitor project changes during construction and update BoQ accordingly
  • Develop organizational and execution plans for construction projects

 

Requirements:

  • Master’s degree in Civil Engineering or related field
  • Minimum 10 years of experience in a similar role (mandatory)
  • Proven experience in infrastructure projects
  • Excellent computer skills, including proficiency in AutoCAD, Building Manager, MS Word, Excel, and spreadsheets
  • Strong knowledge of regulations related to bid preparation in construction (including TNS, USN, SEK) and health & safety compliance during construction
  • Experience with public procurement procedures (ZOP)
  • Willingness to travel within the country
  • High level of responsibility, loyalty, and initiative
  • Ability to prioritize tasks and work independently with minimal supervision
  • Excellent organizational and communication skills
