Head of Department, Quality Assurance and Quality Control (QA/QC) – EPC
Location: Dubai, UAE
We are currently working with a leading global engineering, procurement, and construction (EPC) company based in Dubai to recruit a Head of Department for Quality Assurance and Quality Control (QA/QC). As the Head of the Quality Assurance and Quality Control (QA/QC) Department, you will be responsible for leading the development, execution, and continuous enhancement of the company’s quality management framework across all projects. Your role will involve ensuring strict adherence to local and international quality standards, regulatory requirements, and industry best practices while driving initiatives to optimize operational performance and customer satisfaction. Collaborating closely with senior leadership, project teams, and clients, you will cultivate a culture of quality and uphold the company’s reputation for delivering world-class engineering solutions.

Key Responsibilities:
- Strategic Leadership & Team Management:
- Lead the QA/QC department, formulating and implementing quality strategies in line with industry benchmarks and global best practices.
- Mentor and manage a team of QA/QC specialists, fostering a culture of continuous improvement, compliance, and excellence.
- Quality Systems & Regulatory Compliance:
- Develop, implement, and maintain Quality Management Systems (QMS) to ensure compliance with ISO 9001, ASME, API, and client-specific requirements.
- Guarantee full compliance with local, regional, and international quality standards, particularly those set by major industry clients such as ADNOC and ARAMCO.
- Auditing & Risk Mitigation:
- Plan and conduct internal and external audits to evaluate compliance with quality standards and identify opportunities for process optimization.
- Identify potential quality risks, conduct root cause analyses, and implement corrective/preventive actions to reduce defects and enhance operational reliability.
- Performance Monitoring & Reporting:
- Establish and track key performance indicators (KPIs) to assess the efficacy of QA/QC processes.
- Provide comprehensive reports to senior management, outlining achievements, risks, and areas for improvement.
- Stakeholder & Client Collaboration:
- Work closely with clients, regulatory bodies, and project teams to ensure all quality requirements are met and that projects exceed client expectations.
- Address and resolve quality concerns, implementing corrective actions based on root cause analyses.
- Supplier & Project-Specific Quality Oversight:
- Assess and monitor supplier quality performance, ensuring all materials and components meet required project specifications.
- Develop and enforce project-specific quality plans, Inspection & Test Plans (ITPs), and quality control protocols.
Essential Qualifications:
- Bachelor’s degree in Engineering (Mechanical, Civil, Electrical, or related discipline); a Master’s degree or MBA is a plus.
- 10+ years of experience in QA/QC management, with at least 5 years in a senior leadership capacity.
- Extensive knowledge and hands-on experience with ADNOC, ARAMCO, and other major industry clients, including their quality standards and approval processes.
- In-depth expertise in ISO 9001, ISO 14001, ASME, and other industry quality regulations.
- Demonstrated experience in establishing and overseeing quality management systems for EPC, construction, or oil & gas projects.
- Strong leadership and team management abilities, with the capability to manage multidisciplinary teams across multiple projects.
- Proficiency in quality management tools and methodologies such as Six Sigma, Lean, and digital quality reporting systems.
- ISO 9001:2015 Lead Auditor certification or equivalent is highly desirable.
- Outstanding communication and interpersonal skills, with the ability to engage clients, vendors, and regulatory authorities effectively.
Preferred Qualifications:
- Experience in sustainability and environmental quality management, including ISO 14001 certification.
- Familiarity with Non-Destructive Testing (NDT) methodologies and inspection tools.
- Strong problem-solving and analytical skills, with the ability to make strategic decisions under pressure.
