CIETT

Adecco is a founding member of CIETT, the International Confederation of Private Employment Agencies and the authoritative voice representing the interests of affiliated agency work businesses. Founded in 1967, Ciett consists of 46 national federations of private employment agencies and seven of the largest staffing companies worldwide, including ourselves as global leader of the industry. CIETT is organised regionally into Eurociett (EU members as well as Switzerland, Macedonia, Norway, Turkey and Russia), CIETTLA (Latin America) and in future CIETT Asia. As part of our commitment, we are not only involved in the various national associations, but also at regional and global level, holding mandates on the CIETT and Eurociett Boards and the Eurociett Vice-Presidency.

We play an active role in CIETT's approach to take the staffing industry forward through informed and influential dialogue with key governmental and non-governmental stakeholders. These include the ILO, the OECD, the G20, the World Bank, the International Organisation of Employers and UNI Global as well as ITUC. In Europe, Eurociett drives our industry's interests by close interactions with all EU institutions, focusing notably on Social Dialogue, heralding workers and social rights.

Through publishing and communicating industry data and fostering the dialogue with all interested stakeholders, we are with CIETT committed to developing a better understanding of our industry's positive economic and social role. Our agenda pushes forward priorities such as improving the functioning of the labour market through job creation, making transitions work and bringing speed and efficiency to the matching process. CIETT's Economic Report in its 2011 issue uncovers the important contribution of agency work in raising employment levels and providing the flexibility companies need in all economic cycles.

As the leading member of the staffing industry we support and foster the right level of regulation, championing wider efforts to create legal and regulatory environments that are safe and fair for all stakeholders in our industry, while providing the assurance of a high quality of service to our clients.

Social dialogue

In our role as intermediary between workers and businesses, we have a privileged insight into the needs of all involved stakeholders. Being one of the largest global employers ourselves, we are best positioned to accompany our clients and candidates in the quest to find the most suitable working solutions for workers, businesses and markets alike. At local, regional and global level we are involved in key dialogue initiatives either via our own company representatives or the national, regional or global Private Employment Services associations and federations.

At European level, temporary agency work was established as one of the sectorial ‘social dialogue’ committees in 2000. Since then, we have been involved in supporting our industry body, Eurociett, in its role as industry social partner, driving the agenda of the sector forward alongside UNI Europa, the European leg of the global Union UNI Global, the Global Union for skills and services.

Together, we have signed a series of Memorandums of understanding improving key parameters of our industry, notably establishing guiding principles for an EU regulatory framework on temporary agency work, underlining the positive contribution of temporary agency work to the labour markets and calling for the right framework of workers’ rights. We look to improve the understanding of our industry and to shaping responsible and fair regulatory environments. A mutual research project on “Temporary Agency Work and transitions in the labour market” will mark the next Eurociett and UNI Europa cooperation and contribution to the implementation of the Europe 2020 Strategy.

At global level, social dialogue is driven by CIETT and Uni Global directly and within the ILO framework. In October 2011, the International Labor Organisation (ILO) Global Dialogue Forum took stock of the most recent contribution of private employment services to the ILO’s decent work agenda. Within our activities, we support efforts of those countries looking to still implement ILO Convention 181 and Recommendation 188 on Private Employment Agencies adopted in 1997.

World Economic Forum

The Adecco Group is a Strategic Partner of the World Economic Forum since 2011, after joining the Forum as an Industry Partner in 2009. The Forum is an independent international organisation committed to improving the state of the world by engaging leaders in partnerships to shape global, regional and industry agendas. The Forum's community comprised of experts from business, academia, civil society and government gather at the Annual Meeting in January in Davos, Switzerland, as well as at around 5 Regional Meetings across the globe and numerous project related expert meetings within the Forum's Global Agenda Councils and other initiatives.

As Global leader and Strategic Partner in the Professional Services category, we contribute by representing more than 650,000 associates and over 100,000 clients in all industries across the globe by taking part in activities, initiatives and projects. We contribute to debates bringing an informed human resources perspective to key issues facing various industry sectors and the world economy and society at large. Skills shortages, talent mobility, gender equality, leadership and HR standards are just some of the projects we have committed ourselves to with the Forum.

Regional initiatives

Across the globe we are involved in shaping the agenda and decision-making around the world of work. Whilst the focus may shift from country to country, depending upon the level of regulation and maturity of the markets, our initiatives always aim to improve working and employability conditions whilst ensuring the competitiveness and growth of businesses and economies. Our approach is solution oriented, set up through a combination of strategic guidance and practical initiatives, tailored to local and regional issues.

In the EU, in 2011 we engaged in the European Alliance on Skills for Employability, alongside Microsoft, Cisco and State Street. The Alliance supports the EU Growth and Jobs Strategy by working in partnership to help bring information and communication technology skills, competencies and training to Europeans underserved by technology. Together, we all share a strong commitment to support the EU Growth and Jobs agenda by building partnerships to facilitate the provision of skills training for employability.

Since its launch in 2006, Alliance partners have already helped to reach over 10 million lower skilled people by providing self-testing tools, on-line and off-line training while raising awareness on the significance of e-skills. As part of the Alliance we support the annual Skills for Employability Awards. These celebrate outstanding and effective uses of ICT training and skills development adapted by NGOs to raise employment prospects and improve digital and social inclusion.

Also in the EU, we have since the early 2000s been involved in national initiatives to support the training and skilling of workers according to the needs of our clients and notably the labour market. Since 2010, we have partnered with the EU Commission and EURES in selected Job Days across Europe.
